It shall be unlawful for any person, firm or corporation to locate a portable toilet within the city without first applying for and receiving a permit issued by the public works director or his designee. The public works director or his or her designee shall direct the specific location where the portable toilet(s) shall be located and it shall not be relocated without a new permit. Portable toilets shall be located, where possible, out of public view, so as not to be conspicuous.
