It shall be the policy and intent of the city council of the city to promote and provide for the safety of pedestrians and operators and passengers of motor vehicles using public streets, roads, ways and sidewalks within the city. It is fundamentally important that all such pedestrians and operators of motor vehicles be able to have access to and use all public streets, roads, ways and sidewalks without visual interference, obstruction or impairment.
