It shall be unlawful for any person to create a nuisance or cause a nuisance to be created or for the owner, lessee, occupant, caretaker or person in possession of any lot, parcel or tract of land in the city to create a nuisance or otherwise permit, allow or suffer a nuisance to be created or to allow a nuisance to remain on such property after it has been declared a nuisance.
