a. Membership. The Watershed Review Board shall consist of five (5) members appointed by the city council pursuant to city code sec. 2-323.
b. Alternate member. Two (2) alternate members shall be appointed to serve on the Watershed Review Board in the absence of any regular member and shall be appointed for three (3) year terms. While attending in the capacity of a regular member, the alternate shall have and exercise all the powers and duties of the absent regular member.
c. Extraterritorial members. Pursuant to G.S. 160D-307, the city council shall appoint at least one resident from the extraterritorial planning and development area to the board to provide proportional representation of residents of the area regulated under the City of Marion's planning and development jurisdiction.
d. Designation. The City Council may designate the Board of Adjustment to serve as the Watershed Review Board.
