Sec. 2-327. Members.
   a.   Membership. The historic preservation commission shall be composed of three (3) regular members appointed by city council pursuant to city code sec. 2-232.
   b.   Alternate member.
      (1)   The city council may, in its discretion, appoint up to three (3) alternate members.
      (2)   An alternate member shall be appointed for the same term, at the same time, and in the same manner as regular members.
      (3)   Alternate members are subject to the same requirements as regular members.
      (4)   The alternate member, while attending any regular or special meeting of the commission and serving on behalf of any regular member, shall have and may exercise all the powers and duties of a regular member.
   c.   Extraterritorial members. Pursuant to G.S. 160D-307, the city council shall appoint at least one resident from the extraterritorial planning and development area to the commission to provide proportional representation of residents of the area regulated under the City of Marion's planning and development jurisdiction.
   d.   Technical knowledge. A majority of the members shall have demonstrated special interest, experience, or education in history, architecture, archaeology, or related fields.
