a. The board shall adopt rules for the transaction of its business consistent with this article and
G.S. Chapter 160D-308.
b. The board shall keep a public record of its meetings, proceedings and members' attendance. All records shall be maintained in the office of the city clerk.
c. The board shall hold at least one (1) meeting monthly, and all of its meetings shall be open to the public.
d. A quorum shall be constituted by a simple majority of board members, excluding vacancies. The chair or the presiding member of the board shall vote on all matters of business considered by the board.
e. There shall be a quorum of three (3) board members for the purpose of taking any official action.
