Sec. 4.5-36. Locational restrictions.
   Sexually oriented businesses may be permitted as a special exception in the following zoning districts: C-1 central business district and C-2 general business district provided that:
   (a)   The sexually oriented business may not be located or operated within one thousand five hundred (1,500) feet of:
   (1)   A church, synagogue, or regular place of worship;
   (2)   A public or private elementary or secondary school;
   (3)   A public library;
   (4)   A public park or playground;
   (5)   A licensed child-care facility;
   (6)   A licensed group-home facility;
   (7)   An entertainment business that is oriented primarily towards children;
   (8)   Another sexually oriented business.
   (b)   For the purpose of this article, measurement shall be made in a straight line, without regard to intervening structures or objects, from the nearest portion of the building or structure used as part of the premises where a sexually oriented business is conducted, to the nearest property line of the premises of any use listed in (a) above.
