It shall be unlawful for any unauthorized person to scavenge, sort, pick through or remove refuse, trash, yard wastes or recyclables stored in any dumpster or bin or set out for collection, or for any person other than the City or its contractors to collect recyclables in the City where those materials have been prepared and set out for collection by the City in accordance with this chapter, except with permission from the resident or business setting out such items for collection.
