The amount of coins deposited in parking meters as required herein, together with the fees paid for violations as herein provided shall be allocated and used to provide for the proper regulation, control, and inspection of traffic on public streets, to cover the costs of supervising and regulating the parking of vehicles, the cost of placing and maintaining lines and marking spaces, as well as the cost of purchase, supervision, inspection, installation, operation, maintenance, and control.
