A. Each owner shall provide his animals:
1. Sufficient quantity of good and wholesome food and clean water;
2. Adequate shelter and protection from the weather including, if thirty two degrees (32°) or below, plenty of fresh, dry bedding in shelter to help the animal retain body heat, and if eighty five degrees (85°) or above, a source of shade outside of its shelter;
3. Veterinary care when needed to prevent pain or suffering; and
