All recipients of relief in Marion County shall reimburse Marion County to the extent possible for the cost of benefits extended to them, except where such requirement would cause undue hardship. The Board of Supervisors and Director may make suitable pre-arrangements for securing repayment from assets which cannot be immediately disposed of in the event that the failure or inability to dispose of these assets would otherwise make the recipient eligible for aid.
