Relief is to be provided to poor persons who are in need of immediate relief, who cannot obtain relief from any other source, whose family unit has no net worth, and who are eligible for and are awaiting approval and receipt of assistance under programs provided by State or Federal law, or whose actual needs, as defined within the limitations imposed by this chapter, cannot be fully met by the assistance furnished under such programs.
