All required public improvements shall be made by the applicant at his expense without reimbursement by the participating jurisdiction or any public improvement district therein, unless sharing of expenses is agreed upon by the county or other participating jurisdiction or any public improvement district therein, unless sharing of expenses is agreed upon by the county or other participating jurisdiction, where applicable.
