§ 92.05 ADMINISTRATIVE PROVISIONS.
   (A)   Human Relations Commission. The Human Relations Commission shall administer this chapter.
   (B)   Rules. The Commission may adopt rules under I.C. 4-22-2 necessary to implement this chapter, provided that substantive rules adopted by the Commission shall impose obligations, rights and remedies which are the same as provided in the State Fair Housing Act.
   (C)   Complaints. As provided in § 92.07, the Commission shall receive, investigate, seek to conciliate and act on complaints alleging violations of this chapter.
   (D)   Delegation of authority. The Commission may, by rule, authorize the Director of the Commission to exercise the Commission’s powers or perform the Commission’s duties under this chapter, except that orders for relief must be made only by a majority duly appointed and serving Commission members.
   (E)   Reports/studies. The Commission shall:
      (1)   Publish, at least annually, a written report recommending legislation or other action to carry out the purpose of this chapter;
      (2)   Make studies relating to the nature and extent of discriminatory housing practices in Marion.
   (F)   Cooperation with other entities. The Commission shall cooperate with and, as appropriate, may provide technical and other assistance to federal, state, local and other public or private entities that are formulating or operating programs to prevent or eliminate discriminatory housing practices.
   (G)   Subpoena/discovery. The Commission may issue subpoenas and order discovery as provided in this section in aid of investigations and hearings under this chapter. Subpoenas and discovery in aid of investigations may be ordered to the same extent and are subject to the same limitations as subpoenas and discovery in a civil action in a circuit or superior court. Subpoenas and discovery in aid of hearings are subject to I.C. 4-21.5.
   (H)   Gifts and grants. The Commission may accept gifts and grants from any public or private source for the purpose of administering this chapter.
