(A) The Chief of Police shall issue a reflectorized decal license bearing the expiration date, the name of this city and the license number assigned to the bicycle.
(B) The reflectorized decal license shall be firmly attached to the rear mudguard or frame of the bicycle for which it was issued and shall be plainly visible from the rear.
(C) No person shall remove a reflectorized decal license from a bicycle before that license expires except upon a transfer of ownership or if the bicycle is dismantled and no longer operated upon any city street.
