No person shall park in a vehicle within an alley in the Central Business Area, except for loading and unloading purposes. No person shall park in any alley so that less than ten feet of the width of the roadway is available for the free movement of vehicular traffic, except for loading and unloading on those alleys posted for one-way movement. No person shall stop, stand or park a vehicle within an alley so that the driveway entrance to any abutting property is blocked.
