The City Traffic Engineer, with the approval of the Traffic Commission, may issue permits to permit the backing of a vehicle to the curb to load or unload merchandise or materials, subject to the terms and conditions of that permit. The permit may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to that person the privileges stated and authorized therein. No person or any permittee of any person shall violate any of the terms or conditions of that permit.
