(A) Comparative prices shall not be required for the employment of professional services. Professional services shall mean a type of service rendered by members of a recognized profession or specialty which involves analysis, exercise of discretion, and independent judgment in their performance, and an advanced, specialized knowledge, expertise, or training customarily acquired either by a prolonged course of study or equivalent experience in the field and for these reasons are unique and not subject to price competition in the usual sense. Examples of "professional services" typically acquired by the city include, but are not limited to, the following:
(1) Engineering Services;
(2) Planning Services;
(3) Legal Services;
(4) Accounting Services;
(5) Audit Services;
(6) Environmental Consulting Services;
(7) Surveying Services;
(8) Actuarial Services;
(9) Fund Management Services;
(10) Insurance Coverage Services; and
(11) Title Work and Analysis Services.
(B) Upon the written recommendation of the City Manager and the approval of the City Commission by a majority vote. Comparative prices can be sought at any time for the employment of professional services.
