Comparative prices shall be obtained for the purchase or sale of all materials, supplies, and public improvements except related to the employment of "professional services". In addition, comparative prices shall not be required if the sale or purchase is for less than $2,000 and the City Manager determines that there would be no advantage to the city related to the obtaining of such comparative prices. "Comparative prices" shall include written quotes, informal quotes, on-line pricing and other similar methods of obtaining values. (See: Charter § 13.1)
