Except as set forth herein or otherwise provided by law, a person may operate an ORV on city streets, subject to the following restrictions:
(A) A person operating an ORV on a street shall ride as near to the right side of the street as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction;
(B) A person shall not operate an ORV on a state trunk line highway except to cross that state trunk line highway;
(C) A person shall not operate an ORV on a street with a speed limit of more than 35 miles per hour except to cross that street;
(D) A person shall operate an ORV at a speed of no more than 25 miles per hour, or a lower ORV posted speed limit;
(E) A person shall not operate an ORV on any street unless he or she is at least 16 years old and is licensed to operate a motor vehicle;
(F) A person shall operate an ORV with the flow of traffic;
(G) A person shall operate an ORV in a manner that does not interfere with traffic;
(H) A person shall operate an ORV in single file except when overtaking and passing another ORV;
(I) A person shall operate an ORV while displaying a working, visible lighted headlight and lighted taillight at all hours;
(J) The operator and each passenger of the ORV shall wear a crash helmet and protective eyewear approved by the United States Department of Transportation, unless the ORV is equipped with a roof that meets or exceeds standards for a crash helmet and the operator and each passenger are wearing a properly adjusted and fastened seat belt;
(K) An ORV shall be operated with a throttle so designed that when the pressure used to advance the throttle is removed, the engine speed will immediately and automatically idle;
(L) An ORV shall be equipped with a spark-arrester type, United States Forest Service-approved muffler in good working order and in constant operation; and
(M) An ORV shall be operated consistent with noise and emission standards defined by law.
