The legislature of the State of Michigan has in Public Act 207, 1921, (M.C.L.A. §§ 125.3101 to 125.3702) as amended, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry. Therefore, the City Commission does ordain as follows in the provisions of this chapter.
