Upon receipt of the special assessment roll, the Commission shall order it filed in the office of the Clerk for public examination and shall, by resolution, fix the time and place when the Commission will meet and review the roll, which meeting shall be held not less than 10 days after notice thereof, specifying the purpose, time and place, has been published and after notice has been sent by first class mail to all property owners in the proposed districts as shown by the current assessment roll of the city.
