All advisory petitions under this subchapter shall be addressed to the City Commission and shall contain a brief description of the improvement sought to be made or the nuisance or hazard sought to be abated, and shall be signed by property owners only, whose signatures shall be followed by a brief description of the property owned by them. The signatures on the petitions shall be verified by the oath of 1 or more of the circulators of the petition, before filing.
