The term of each member shall be 3 years, except in the case of the first city’s Planning Commission appointed hereunder; 3 members shall be appointed for a term of 1 year, 3 members shall be appointed for a term of 2 years, and 3 members shall be appointed for a term of 3 years. All such appointments shall date from the first day of July, 1952. Each member shall hold office until his or her successor has been appointed.
