It shall be unlawful for any person to permit any indecent, loud, boisterous or improper noise or disturbance in or about his or her house, tavern, inn, saloon, cellar, shop, office or other place of residence or place of business, or permit any persons to congregate in such house, tavern, inn, saloon, cellar, shop, office or residence within this city, to the disturbance or annoyance of citizens or others, or permit drunkards, gamblers, prostitutes or other disorderly persons to resort or congregate in or about such house, tavern, inn, saloon, cellar, shop, office or residence.
