No person shall solicit passengers for a taxicab upon the streets and public ways of the city, except the driver of a taxicab when seated upon the driver’s seat of the vehicle. The driver of any taxicab or motor vehicle for hire shall remain on the driver’s seat or inside of his or her vehicle at all times when the vehicle is standing at any public stand or when actually engaged in carrying passengers; provided that nothing in this section contained shall be construed to prohibit the driver from alighting to the street or sidewalk for the purpose of assisting passengers.
