All laws and ordinances affecting the operation of taxicabs and motor vehicles for hire and all traffic regulations applicable thereto, now in force or which may hereinafter be enacted or put into force, shall be complied with by the licensee. The licensee shall also comply with and enforce the carrying out of any order or regulation which may be issued by the city, designed for the protection and safety of persons and property or for the comfort, health and convenience of the public.
