No license under this subchapter shall be approved or issued except on the following conditions.
(A) Certification. A certificate of approval from the Police Chief, Fire Marshal and City Manager;
(B) Fence. If the business is operated on a vacant lot or in a partially enclosed building, the lot or building shall be enclosed with a solid board or masonry fence without opening, except an opening for ingress and egress. The fence or wall is to be maintained in a safe condition.
(C) Storage below height of fence. All materials stored within the yard are stored below the minimum height of the fence.
