§ 116.22 APPLICATION.
   (A)   The City Clerk shall cause to be prepared an application form to contain all information he or she shall deem relevant to the issuance of a license under this chapter. All applicants desiring to obtain a license under this chapter shall complete said application and return same to the City Clerk not later than 14 working days before the first date upon which the licensed activity is to commence.
   (B)   The city shall have the right to assign the administration of the application process as well as collection of the appropriate fees to a responsible third party in the case of large scale special events. The responsible third party shall provide to the city the original application form for each transient merchant, required support documentation such as insurance and permits, applicable transient merchant permit fee and a comprehensive list of all special event transient merchants a minimum of five working days prior to the special event. Upon final review by the City Clerk and Chief of Police, a blanket permit shall be issued covering the transient merchants in compliance with applicable sections of the city code.
