The following shall be exempt from the licensing requirements of this subchapter but shall be subject to the other provisions hereof:
(A) Farmers and gardeners selling only the products of their own raising or processing;
(B) Any political group seeking funds or memberships or contacting members or electors;
(C) Such persons as are exempt by state or federal law to the extent of the exemption; and
(D) Persons engaged in delivering newspapers.
