Nothing in this chapter shall be construed to prohibit the sale of goods, wares or merchandise at wholesale to merchants and dealers or manufacturers, nor to persons in a business of selling, or exposing for sale, goods, wares and merchandise of their own manufacture or raising; nor to any person foreclosing any chattel mortgage, when the property is disposed of under the power of sale contained in the instrument and not sold at retail; and this chapter shall not apply to sales made under order of any court, nor where the property is already on the assessment rolls of the city.
