(A) The dwelling unit in which the bed-and-breakfast operation is located shall be the principal residence of the operator, and the operator shall live on the premises when the bed-and-breakfast establishment is active.
(B) In addition, the bed-and-breakfast establishment shall meet the following conditions:
(1) Length of stay. The maximum stay for any occupant of the bed-and-breakfast sleeping rooms shall be 14 consecutive days.
(2) Occupancy. Bed-and-breakfast establishment shall accommodate 8 or fewer persons and be limited to 4 or fewer rental sleeping rooms.
(3) Guest register. Every operator shall keep a list of the names of all persons staying at the bed-and-breakfast operation. The guest register shall be available to inspection by city officials at any time.
(4) Change of use permit and certificate. Before a structure is occupied as a bed-and-breakfast establishment, a permit shall be sought and a related certificate of occupancy issued.
(5) Public nuisance. Bed-and-breakfast operations shall not be permitted whenever the operation endangers or interferes with the safety or rights of others so as to constitute a public nuisance.
