An owner shall notify the Police Department and Animal Control Officer immediately upon discovery that a vicious dog is on the loose, is unconfined, has attacked an animal or human being or has been stolen. An owner shall notify the Police Department and Animal Control Officer in writing within 1 day of the removal of a vicious dog from the city or the dog’s death; the birth of the animal’s offspring within the city; the new address of a vicious dog should the owner move within the corporate city limits, and the name, address and telephone number of a new owner of the dog.
