It shall be unlawful to throw or deposit poisoned meat, or any poison or harmful substances in any street, alley or public place, or on any private premises within the city, for the purpose of destroying any animal unless the activity is supervised or performed by a licensed professional who is eliminating a pest as recognized by the Department of Natural Resources, and, in so doing, such person is following all Department of Natural Resources regulations in this regard.
