(A) The owner of every animal shall be responsible for the removal of any excreta deposited by his or her animal(s) on public walks, recreation areas, or private property.
(B) Any excreta deposited by the animal on the owner’s property shall be buried upon his or her premises or confined, covered and cared for in a timely manner to prevent it from being scattered off the premises and to prevent any malodorous or offensive condition to exist.
(C) Such condition shall constitute a nuisance.
