§ 94.06 RESTRAINT OF ANIMALS.
   (A)   All dogs and cats shall be kept under restraint and shall not be permitted to be at large.
   (B)   No owner shall permit a dog or cat to leave the owner’s premises unless the animal is wearing a leash and is under the positive control of a person of suitable age and discretion. The leash shall not exceed 6 feet in length and shall be of sufficient strength to restrain the particular animal.
   (C)   While restrained by a leash, no animal shall be permitted to enter upon private property other than the animal owners without the permission of the private property owner.
   (D)   An owner shall exercise proper care, control and restraint of his or her animals to prevent them from becoming a public nuisance.
   (E)   A vicious animal shall be confined by the owner within a building or secure enclosure and shall be securely muzzled or caged whenever off the premises of its owner.
   (F)   Every female dog or cat in heat shall be confined in a building or secure enclosure in a manner that the female dog or cat cannot come into contact with another animal except for planned breeding.
