§ 94.01 PURPOSE AND INTENT.
   The purpose and intent of this chapter is to regulate the keeping of animals within the city. It is hereby determined that the following provisions strike a balance between the right of persons to keep an animal and the public health, safety and welfare of the citizens of the city.
