The following rules and regulations shall be observed and enforced:
(A) Rule 1. No vehicle shall be driven faster than a walk within the gates of the cemeteries. Heavy loads will not be allowed to enter the grounds in very wet weather unless by permission of the Sexton.
(B) Rule 2. No person or persons shall willfully remove, cut or in any manner injure or destroy any tree, shrub or plant, whether wild or cultivated, or any herbage, or the fruit or produce of any such tree, shrub or plant, within any of the cemeteries of the city.
(C) Rule 3. Nor shall any person, while in a state of intoxication, be permitted within the gates; nor shall any person be permitted to remain in any cemetery after having been ordered by the person in charge at the time, to leave the grounds.
(D) Rule 4. No person shall write upon, cut, bruise, break, discolor, or otherwise deface, or injure any, stone, monument, fence or other structure within the cemeteries.
(E) Rule 5. No person shall discharge any firearms within any cemetery except at military funerals.
(F) Rule 6. Children will not be permitted within the cemeteries unless accompanied by parents, guardians or adult friends.
(G) Rule 7. No person shall catch, wound or kill, or attempt to injure any bird, or remove or disturb any bird's nest, or the eggs therein, in any of the cemeteries.
(H) Rule 8. No person shall suffer or permit his or her dog to run at large in any of the cemeteries.
(I) Rule 9. Individual taste in ornamentation and improvement of lots will be respected, but the right given by the city will be enforced, to prohibit, remove or modify any structure, improvement or object, on any lot which they shall consider injurious to the general good appearance of the grounds, and particularly to adjacent lots, as well after interments are made thereon as before, and no tree or trees growing on any lot shall be removed or trimmed without the consent of the city.
(J) Rule 10. The city shall establish the grade of all lots, lawns and avenues, and shall direct generally all improvements within the grounds, upon all lots, before as well as after interments have been therein, and no lot shall be filled or raised above the established grade. They will have charge of the planting, seeding, surveying and improvements generally at the cemetery.
(K) Rule 11. No lot shall be considered as sold until the payment thereof shall have been fully made. The city reserves the right to remove all bodies which have been interred in any lot, to a single grave plot, in case of continued neglect to pay the complete purchase price of such lot and accrued interest thereon.
(L) Rule 12. No monument or headstones shall be erected on any lot until said lot is fully paid for and a deed issued for the same.
