All cemeteries now owned, or which may hereafter be acquired by the city, wherever situated, are hereby declared to be public burying grounds, and no person, persons, corporation or society shall establish or locate any other burying grounds within the limits of the city and no interment of the body of any person shall be made in any place within the city.
