Any owner, transferor or lessor of land who shall fail to comply with the notice requirements of § 90.158 or any owner, transferee or lessee who shall use a parking facility subsequent to sale or transfer or change of use after the effective date of this subchapter without first obtaining a certificate of compliance with this subchapter shall be guilty of a misdemeanor.
