(A) The city’s Building Department shall maintain an inventory of all existing commercial and industrial uses of land which do not presently comply with the durable and dustless and/or adequate drainage provisions of this subchapter.
(B) The Building Department shall within 90 days of enactment of this subchapter mail by certified mail to each property owner listed on the inventory a notice which places the owner of any such property on notice that upon sale or transfer or upon a change of use of his or her land an initial business license or certificate of occupancy cannot be issued until such time as the parking facilities located thereon are so constructed as to provide a durable and dustless surface and to provide for adequate drainage.
