§ 90.155 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADEQUATE DRAINAGE. The parking area including parking spaces, maneuvering lanes and approaches shall be graded and drained so as to dispose of all surface water in accord with all city codes applicable thereto and approved by the city’s Building Department and/or Engineer.
   CHANGE OF USE. Any change of use which requires the issuance of an initial business license, business license or a certificate of occupancy.
   DURABLE AND DUSTLESS SURFACE. A hard surface material such as concrete or asphalt which is suitable for parking lot construction and is approved by the city’s Building Department and/or Engineer.
   PARKING FACILITIES. Any area within a commercial or industrial zone including the B-1, B-2, W-M, I-1, I-2 and P-1 districts of the city as contained in the zoning ordinance which is at any time set aside for, utilized for, or is required by zoning regulations for the parking of motor vehicles including parking spaces, maneuvering lanes and approaches.
   SALE or TRANSFER. Any transfer of ownership by sale or lease of real property.
