At the time of applying for the permit as provided in this subchapter, the applicant shall deposit with the City Treasurer the sum of $25 per foot for the length of culvert to be installed, to cover the cost of installation only, the culvert material to be furnished by the applicant; provided, however, that if the applicant shall cause the same to be installed by a qualified drain layer and, upon inspection, the installation shall be approved by the city, the deposit shall be returned to the applicant. If the installation is made by the city, the deposit shall be applied to the cost thereof. The deposit provided above may be amended from time to time by resolution of the City Commission.
