§ 90.115 REMOVAL OF OBSTRUCTIONS.
   If it shall be determined by the City Manager that any existing pipe, conduit or culvert is of inadequate size, of improper material or laid at an improper grade or depth, and constitutes an obstruction in the roadside ditch of the public highway of the city, notice of the obstruction shall be given to the occupant or owner of the premises in front of which the obstruction exists, and the occupant or owner shall be given 30 days within which to either remove the same or comply with the terms of this subchapter, and if the same is not removed or properly reinstalled within the 30-day period, the city, through the City Manager, shall thereafter remove the same, the cost shall be assessed against the owner or occupant, and payment enforced in accordance with the provisions of the Charter and this code relating to special assessments.
