§ 90.098 GENERAL PERMIT REQUIREMENTS.
   (A)   It is unlawful to install facilities or structures within any public right-of-way or utility easement without a permit from the city.
   (B)   It is unlawful to make any excavation or opening in or to tunnel under any public right-of-way without a permit from the city. The City Manager or his or her designee may, if public safety requires, grant immediate permission to a person to make a necessary excavation or opening within the public right-of-way provided that a permit is obtained by the next business day.
   (C)   An emergency above ground repair within the public right-of-way made without a permit must be reported to the city by the next business day.
