If the owner or occupant of any lot or premises fails to remove snow, ice, filth, obstructions or nuisances from sidewalks pursuant to this subchapter within 24 hours of its accumulation, the City Manager shall direct the removal of snow ice, filth, obstructions or nuisances from the sidewalk at the expense of the owner or occupant, and all such expense, together with a penalty of 10% of the expense shall be assessed the owner or occupant and any unpaid balance shall become a tax lien against the property.
