Application for a permit under this subchapter shall be made to the Department of Public Works in the form and detail as it may prescribe, accompanied with the payment of the charges as may be determined from time to time by the Commission, except that tapping charges shall be uniform to all property owners on streets of equal width irrespective of the location of the lateral sewers in the streets.
