Every lessee, owner or occupant of any building or structure that is occupied or used for any purpose shall be charged with the responsibility of connecting same with the sanitary or combined sewer; provided the sewer is available. Every single house shall have a separate connection with the sewer main, except where there are 2 buildings on the same lot, one in the rear of the other.
