All payments from monies of the retirement system shall be made by the City Treasurer according to Charter provisions upon city vouchers signed by the City Manager or approved at the next regular Pension Board meeting. No voucher shall be drawn unless it shall have been previously authorized by a specific or continuing resolution of the Board.
