Each department or agency is authorized to appoint volunteers to augment its personnel in time of emergency to implement emergency functions assigned in the Emergency Operations Plan. Such individuals are part of the disaster relief force and shall be subject to the rules and operational control set forth by the respective department or agency through which the appointment was made, and may be reimbursed for all actual and necessary travel and subsistence expenses.
